Legislature funds neighborhoods, but City retains discretion The state legislature ended its session with a tax omnibus bill that would support 'neighborhood revitalization' in Minneapolis, but without specifying the Neighborhood Revitalization Program (NRP), the primary funding source of Minneapolis' neighborhood organizations including CNO. Both 'neighborhood revitalization purposes' and the City of Minneapolis' debt on the Target Center would be eligible to receive the funding generated through newly established 'redevelopment districts,' but the City Council would control how many dollars, if any, go toward each. The new districts are projected to generate about $12 million in annual revenue through 2020. The original tax districts established by the legislature in the late 1980s were explicitly dedicated to the Neighborhood Revitalization Program.
